Article 19 - Addition of New Divisions

The FCSAA is committed to serving the growing and changing student demographics in the state.  To this end, the association shall actively identify and recruit new divisions for participation in all association activities.  An  individual or member college shall adhere to the following policy and guidelines to seek the addition of a new division.

 

A. A member college or an individual from any member college (Petitioner) may initiate the procedure for division sanctioning by the FCSAA.  This shall be done by completing the official “FCSAA New Division Petition” available on the FCSAA website or through the FCSAA Executive Director.

 

B. The Petitioner shall gather data from all member colleges to insure that the proposed activity has either substantial breadth or depth of student interest and participation.  Breadth shall address the number of colleges which support the activity and depth shall address the number of students who participate in the activity at an individual member college.  This shall be done by completing the official “FCSAA New Division College Data Form” available on the FCSAA website or through the FCSAA Executive Director The FCSAA Steering Committee will serve as the screening committee for Petitions and shall review the data provided by the petitioner to insure that either the breadth or depth of the new activity meet or exceed the involvement level of the active divisions within the FCSAA.  If a majority of the Screening Committee votes that the new division meets such criteria, it will be presented as an item of new business for the FCSAA Executive Committee for final approval and will receive the designation of ASSOCIATE DIVISION.

 

C. The petitioner shall then contact at least 66% of member colleges which currently have or plan to add the activity of the Associate Division.  The petitioner shall then coordinate an election with advisors or leaders from those schools to determine an Associate Division Representative.  The Associate Division Representative shall sit as a non-voting member on the FCSAA Executive Committee.  The Associate Division Representative shall fulfill all responsibilities as outlined in Article 4 of the FCSAA Constitution.

 

D. The Associate Division Representative shall work with the FCSAA Executive Director to establish a constitution and by-laws which adhere to the rules and regulations outlined in the FCSAA Constitution, By-Laws and Policies.  The Associate Division Representative shall also work with the Executive Director to establish a three to five year strategic plan and budget for the Associate Division.  This process shall commence after the first meeting of the Executive Committee and shall conclude with the next regularly scheduled spring meeting.

 

E. The Associate Division shall develop and plan, including a proposed budget, at least one annual event which shall be attended by both advisors and students in the new activity.  This event shall have a defined purpose which allows students the opportunity to: engage in competition (athletic, academic, or artistic) or collaborate (for academic, leadership, civic, or pragmatic goals).  The Associate Division Representative shall collaborate with the Executive Director in developing the event.  Once the Executive Director deems the event to meet the criteria identified above, it shall be presented to the next meeting of the Screening Committee.  If a majority of the screening committee votes that the event meets such criteria, it will be presented as an item of new business for the FCSAA Executive Committee for final approval.

 

F. After an Associate Division has completed the responsibilities outlined above for a minimum of two years, it shall become eligible for Division status in the FCSAA.  The Associate Division Representative shall collaborate with the Executive Director to complete the Petition for Recognition of Division.  The petition shall be presented to the Screening Committee.  If a majority of the screening committee votes that the Associate Division has successfully developed its mission to the students and the association, it will be presented as an item of new business for the FCSAA Executive Committee for final approval.  Upon the approval and recognition by the Executive Committee, the new division will enjoy all the benefits and rights offered to the existing divisions within the association.

G. If the petition for full division status is denied, the Associate Division must wait one calendar year before reapplying with the FCSAA.  The Associate Division must follow all steps outlined in Article 19 and may not circumvent or omit any steps in the reapplication.  Any data collected for the first petition may not be used for reapplication to the FCSAA.
